France votes: June 30/July 7, 2024

June 9, 2024: In response to a massive defeat by his Renaissance party in the European Parliament elections Emmanual Macron dissolves France’s parliament and calls for legislative elections on June 30.

His party garnered 14.5% of the vote with Marine Le Pen’s hard-right party aka far right, radical right, ultra-conservative, Saturn candidate, Jordan Bardella, scoring over 31%. The result was an almost exact replica of the polls.

In his speech Macron stated his snap election was consistent with the principle that ‘the word should be given to the sovereign people.’ He said, ‘France needs a clear majority in serenity and harmony,’ and he could not resign himself to the far-right’s progress ‘everywhere in the continent’.

Le Pen’s National Rally party wants to expel more migrants, stop family reunification, restrict childcare benefits to French citizens, give French nationals preference in accessing social housing and jobs, and withdraw residency for migrants who are out of work for more than a year.

Jordan Bardella will be the party’s candidate for prime minister in the June 30 and July 7 election.

Macron’s power has diminished since he lost his absolute majority in parliament two years ago and he’s hoping his Renaissance party can mount a fight-back at the elections.

If defeated he would not be ousted from office: he still has three years to serve as President. He would retain the lead role on defense as commander-in-chief and on foreign policy but he would lose the power to set domestic policy. But he would need to appoint a new prime minister from the opposition — including, possibly, the National Rally.

Any number of candidates can participate in the first round of voting with the top two candidates contesting a run-off in the second round if no candidate gets more than 25% of the vote.

In an opinion poll on June 10 the National Rally was forecast to win the election but fall short of an absolute majority. There is no certainty the RN would run the government, with or without an alliance with others. Other scenarios include a wide-ranging coalition of mainstream parties, or a completely hung parliament.

Assuming the playing field in a political contest is about equal and both candidates are presenting equally popular policies the winning party will be the one whose leader has the most harmonious (or least discordant) Sun – planet of politics and power – and most favorable house 10 – getting the job.

It was a gamble (Jupiter in house 5) but with progressed Sun trine progressed Pluto – the spiritual planet that rises above self-interest and makes universal welfare a top priority – he has a huge amount of luck on his side.

What happened

In a surprise (Uranus) result a leftist alliance unexpectedly took the top spot with no group winning a majority. It was a major setback for Marine Le Pen’s nationalist, eurosceptic National Rally (RN) which opinion polls had predicted would win the second-round ballot and a blow for centrist President Emmanuel Macron, who called the snap election to clarify the political landscape after his ticket took a battering at the hands of the RN in European Parliament elections in June.

The result left the parliament divided in three big groups – the left, centrists, and the far right – aka a big mess.

On September 5, 2024, after two months of political stalemate Macron named Michel Barnier as France’s new Prime Minister. You can see his chart here
